Jackson Energy Authority Receives National Recognition for Reliable Electric Operations for an Unprecedented Fifth Consecutive Time

Jackson Energy Authority today made history as it became the only public power provider in the nation to receive the American Public Power Association’s Reliable Public Power Provider (RP3®)1 Diamond designee for the 5th consecutive time.

APPA’s RP3 designation recognizes public utilities that demonstrate proficiency in four key disciplines: reliability, safety, workforce development and system improvement. Of the three levels of achievement, Diamond RP3 is the highest level. Not only is the RP3 Diamond level the highest recognition, it is the most difficult to achieve and maintain. Criteria get tougher each application cycle, so utilities must be continuously improving to help maintain the designation.

Brent McKinney, manager, electric transmission and distribution at City Utilities of Springfield, Mo., and chair of APPA’s RP3 Review Panel stated, “RP3 utilities are serving their customers at the very highest level. These utilities have demonstrated that they are providing excellent service now as well as keeping their eyes forward on improvements for the future.”

Jim Ferrell, President/CEO of the Jackson Energy Authority stated, “To be named a Diamond RP3 recipient by the American Public Power Association is quite an honor as it’s the highest level a public electric utility can receive. But, to maintain this level of designation for a history-making 5th consecutive time is a remarkable tribute to everyone at Jackson Energy Authority who has worked consistently over the years to make our company the most awarded system in the APPA’s RP3 history.”

David Middlebrooks, JEA’s Sr. Vice President of Electricity was presented the recognition yesterday in Oklahoma City, Oklahoma, site of the APPA’s annual Engineering and Operations Technical Conference. Joining Middlebrooks in receiving the award was JEA’s Vice President of Distribution Monte Cooper and Manager of Operations Robert Mullins.

Middlebrooks noted that conference participation by Cooper and Mullins reflected that the Diamond RP3 Award was the result of a total commitment to reliable service by all the JEA personnel involved in providing electric service. “Their presence demonstrates that this award is for all JEA employees that have made this recognition possible,” stated Middlebrooks. “Maintaining the Diamond RP3 recognition five consecutive times is a phenomenal testimony to a history of service and commitment by everyone at JEA.”

Kyle Spurgeon, President/CEO of the Jackson Chamber affirmed the significance of the designation saying, “Reliable and cost-effective utility service is the centerpiece of a community’s economic development efforts. No other community in the country has as strong a partner as the Chamber does with the Jackson Energy Authority. This history-making, five time Diamond RP3 designation is a differentiator when working with existing industry or recruiting new industry. Jackson’s past, present and future success can be directly traced to the efforts of JEA.”

The American Public Power Association began the RP3 program in 2006 in order to recognize public electric utilities demonstrating proficiency in the four key principles. In prior years, the RP3 recognition had a 2-year designation period. The Jackson Energy Authority received a Diamond RP3 in that first year and repeated in 2008, 2010 and 2012. New this year, RP3 recognition is valid for a three-year designation period.

This Diamond recognition in 2014 made the Jackson Energy Authority the only system in RP3 history to receive the highest level designation in every year it has been presented.

APPA is the national service organization for the nation’s more than 2,000 community and state-owned electric utilities. Those utilities serve over 46 million customers in the United States.
